AGC's 2005 Legislative Goals
Priorities include more infrastructure
investment, sustaining TEA-21/AIR-21 successes, tax cuts support
Construction is a unique industry, and
as such, AGC has a wide-ranging legislative and regulatory
agenda. After a strong year of economic growth and increased
national importance, AGC remains committed to maintaining
a healthy business climate for its members and focused on
guiding principles including:
> promoting construction industry growth;
> establishing infrastructure investment as a necessary
element of economic growth;
> ensuring that taxation, regulation and mandates are designed
to promote economic opportunity for AGC members.
These guidelines have led AGC to a new
set of legislative priorities for the 109th Congress that
include:
> expanding infrastructure investment to promote economic
growth;
> protecting and building on the successes of TEA-21 and
AIR-21;
> supporting expansion of federal drinking water and wastewater
funding;
> supporting water resources navigation and flood control
funding;
> meeting America's school construction needs;
> making the tax cuts permanent;
> supporting changes to tax policies that promote investment,
business development and business expansion;
> supporting legislation to increase the availability of
health insurance, such as association health plans and malpractice
insurance reform;
> preserving justice and due process for constructors facing
litigation;
> providing construction expertise to support homeland
security;
> responding to the work force needs of the industry with
effective immigration reform.
AGC has an ambitious and expansive agenda
and credibility on a wide range of industry issues, with a
staff of 20 industry experts monitoring legislative and regulatory
issues. AGC chapters and members are increasingly active at
the state and local levels backing funding initiatives and
blocking bad regulations and legislation.
The construction industry is playing
a powerful role in sustaining economic growth. AGC will deliver
on the industry's agenda by identifying opportunities and
seeking out champions for its cause while continuing to lead
important coalitions in Washington, D.C.
Elections and policy decisions have consequences
for the industry and AGC members will have the opportunity
to participate in targeted grass roots campaigns that require
chapter and member support. The AGC Legislative Action Center
(www.agc.org/lac) has been established to make it easy for
members to participate and be informed.
