Awards — 2007 Marvin M. Black Partnering Awards

The Marvin M. Black Excellence in Partnering Awards, sponsored by Liberty Mutual Surety, are annually given to construction companies that best model the spirit of partnering. The following companies used innovation and best practices to achieve mutual goals and objectives, ensuring the highest-quality projects.

Watts Constructors LLC
P-193 Waterfront Improvements for K10-K11, Pearl Harbor, Hawaii

The P-193 Waterfront Improvements for K10-K11 faced challenges from the project’s onset, including permit delays, unforeseen boulder removal and rerouting of the sewer system. However, a commitment to partnering resulted in a successful project that earned an outstanding evaluation, a safety award, American Public Works Association Project of the Year honors and numerous other nominations for project awards.

Sundt Construction Inc.
Flagstaff–Holbrook Highway (I-40), Flagstaff, Ariz.

The Sundt Construction team partnered with the Arizona Dept. of Transportation and the city of Flagstaff to guarantee the success of the Flagstaff-Holbrook Highway (I-40), located in the nation’s fourth-busiest highway port, with a traffic count exceeding 40,000 annually. Through value-engineering, the team saved the client, and ultimately the state of Arizona, more than $700,000.

Consigli Construction Co. Inc.
Worcester Technical High School, Worcester, Mass.

To tackle the Worcester Technical High school project, Consigli Construction’s team used a pioneering partnering agreement with the city of Worcester to create a state-of-the-art facility. The project was delivered three months ahead of schedule and saved vernal pools around the area to ensure that wildlife would flourish.

Nova Group Inc.
CVN Drydock Floor Repairs, Naval Base Kitsap, Bremerton, Wash.

Nova Group Inc. met the challenge to halt settlement of a 100-ft-wide by 250-ft-long section of the 7-ft-thick dry dock concrete slab consisting of soil densification in a very precarious, highly congested military shipyard. This team used partnering to diffuse possible problems, allowing for successful flow and completion of this time-sensitive project.

Hensel Phelps Construction Co.
Federal Correctional Institution, Butner, N.C.

Hensel Phelps Construction Co. worked with stakeholders to complete the Federal Correctional Institution, a 484,000-sq-ft security facility consisting of a 16-building campus plan designed to accommodate 1,152 inmates. The partnering process helped Hensel Phelps meet all of its charter goals and facilitated the greening of the Federal Bureau of Prisons’ technical design guidelines, resulting not only in the first LEED-certified Federal Bureau of Prisons institution but also the first LEED-certified correctional facility in the country.

Southeast Corridor Constructors—
Joint Venture of Kiewit Western Co. and Parsons transportation Group
Transportation Expansion (T-REX) Project, Denver, Colo.

The T-REX Project is the first multi-modal design-build project in the nation. The joint venture was created between Kiewit Western Company, Parsons Transportation Group, the Colorado Dept. of Transportation, Regional Transportation District, Federal Highway Administration and Federal Transit Administration to establish a “one DOT” approach to project management. This five-year, $1.67-billion project achieved the goals of minimizing inconvenience to the public, stayed within budget and was completed before its deadline of June 30, 2008.

Barnard Construction Co. Inc.
San Gabriel Dam Sediment Removal Project, Azusa, Calif.

The San Gabriel Dam Sediment Removal Project involved hauling approximately 5 million cu yd of sediment from the San Gabriel Reservoir 2.5 miles away to the nearby engineered disposal site. This sediment removal increased the reservoir’s water storage capacity and maintained water quality for downstream customers. The Barnard team preserved an endangered species, helped a local campground remove an old bridge, alerted officials of a brush fire and maintained the fire until local firefighters could control the area.
